Portions of Delaware County are annexed to Columbus Public Health and Franklin County Public Health based on tax jurisdiction, including Dublin, Washington Township, Columbus and Westerville. If a resident would test positive for COVID-19 in one of those jurisdictions, then the public health department in Columbus or Franklin County would handle that case, even if they reside in Delaware County.
The Ohio Department of Health is requiring both lab-confirmed and probable cases of COVID-19 be reported within 24 hours to the local health department in the jurisdiction in which the case resides. We will report out both the number of positive lab-tested cases and the number of probable cases of COVID-19. A probable case must meet a specific CDC definition and is determined by a healthcare provider and/or the Delaware General Health District. A healthcare provider and/or the Delaware General Health District must determine if the symptoms along with other diagnostic tools indicate the ill person falls within the CDC definition for a probable case.

The Health District aims to provide real-time data to the public, but a drawback to real-time data is that during disease investigations numbers can change for a variety of reasons. Some of these reasons may include jurisdiction or a probable case becoming a non-case after testing negative. When we receive negative lab results, we reclassify them to “not a case” and subtract them from any other category they were also in, like “recovered.”
